UNIVERSITY OF NIGERIA, 

ELECTION INTO
STUDENTS’ UNION GOVERNMENT 

 

GUIDELINES:

1.          
Qualification:    Those qualified to participate in the election exercise are undergraduates, regular students of the University who
are registered as students for the current sessions.

 

2.          Elective Posts:   The elective posts of the Students’ Union Government are as follows:

 

A.           Students’ Union
Executive Council (SUG) which consists of;

i.                  President

ii.              Vice-President

iii.            Secretary General

iv.             Assistant Secretary General

v.                Treasurer

vi.             Financial Secretary

vii.           Information Officer

viii.        Welfare Officer

ix.             Director of Socials

x.                Director of Transport

xi.             Director of Games

           

 

B.           JUDICIAL COUNCIL (ELECTION OF CHIEF JUDGE)

 

C.           The Legislative Houses
which consists of:

i.              
 The Senate:

 The Senatorial Districts are delineated in faculties. The number of  senatorial seats allotted to each faculty


which is based on equal 
representation from Nsukka and Enugu campuses are as follows:

 

 

The elections into the Senate will be conducted in the faculties. Only students in a particular faculty can vie for the available seats in that faculty.

 

Candidates for senatorial seats shall be students who have spent at least one full academic year in the University.

 

                                            

ii.                The House of Representatives constituencies are delineated into departments. The number of seats allotted to each department at Enugu campus will reflect its populations.

 

  Candidates vying for seats in the Senate and House of Representative shall be students who have spent at least one full academic year in the University.

 

     D. The Hall Government – which consists of the following

I.                  The Hall Governor

II.               TheDeputy Hall Governor

III.            The Hall Secretary                            –       

IV.           The Hall Welfare Officer

V.              The Hall Financial Secretary

VI.           The Hall Games Captain 

 

The election into Hall Government will be conducted in the Hall of Residence and only Students residing in the Halls legitimately will be allowed to vote and be voted for.

 

Candidates for offices in the Hall Government shall be students who have spent at least one full academic year in the University. See 4a below.

 

 

3.       Electoral Regulations:

a)      All candidates for election into the Hall Government shall be nominated by at least five (5) duly registered members
of the hall.

 

b)      All candidates for election into the Students’ Union Executive shall be nominated by at least ten (10) duly registered members of the Union, two of whom shall come from the candidate’s faculty.

c)       A candidate for election into Students’ Union Executive Council shall be resident on campus, and must remain so throughout the period of his/her stewardship if he/she is elected.

 

 

d)      i.        Candidates for election into the Senate or House of Representatives shall be nominated by at least five (5) duly registered members of the Union from the candidate’s District/Constituency.

 

          ii.       Candidates for the Senate or House Representatives shall come from the faculty/department that constitutes his/her district or constituency.

e)       The period of campaigning for any election shall not exceed one week.

f)       There shall be a manifesto day where all the candidates for the various offices of the Executive Council shall present their manifestoes.

g)       Expenditure by the candidates shall be kept at the barest minimum and shall involve only the production of black and white hand bills, posters and manifestoes. The use of other campaign materials including flex banners and motor vehicles, are strictly prohibited.

         h)       There shall be no political party system. All elections shall be strictly on independent candidature.

 

i)       A list of all cleared candidates shall be made public on the date of the lifting of the ban on electioneering campaigning
or as soon as possible thereafter.

j)       All electioneering campaign shall stop at 11.00pm on the day preceding an election.

        
k)       Voting shall be by secret ballot.

l)       Counting of votes shall commence immediately after the polling and the result shall be announced by the chairman of University of Nigeria Electoral Commission (UNECO) immediately after the counting of votes.

m)       A candidate for an election to any office shall be deemed to have been duly elected into such an office.

 

          i.        Where there is only one candidate, validly nominated for the union election after nomination has closed, such a candidate will be returned unopposed.

          ii.       Where there are two or more candidates for the election, the candidate who scores a simple majority of all the votes cast at such election shall be deemed to have been duly elected.

          iii.      Where there is a tie, the candidates involved should go for re-run.

 

 

Disqualification from Standing for Election/Holding Union Office:

No person shall be qualified for election or holding  Union Office if He/She

 

a)  Is a first year or final year student or an industrial attached/field trip. However in the case of hall government election where a hall is inhabited whole by first or final year students then they will qualify for elections,

b)            Is on academic or disciplinary probation;

c)             Is a member of UNECO judicial council or court of Appeal of the Union

d)            A member of the students’ union caretaker government;

e)             Has a cumulative grade point average (CGPA) of less than 3.50;

f)              Is a member of any registered political party in the country;

g)             Has overstayed his/her stipulated number of years for graduation;

h)            Is in the judgment of the electoral commission, a member of any organization unacceptable to the university;

i)               Has been found guilty of dishonesty, abuse of office or other serious misconduct by the University administration;

j)               Is in the judgment of the Electoral Commission a person unfit to hold any office in the students’ union government.

k)               Has been convicted of a criminal offence by a court of competent jurisdiction

l)            Candidates who are vying for elective positions or who are nominating candidates for election should attach photocopies of the current session’s online receipts for consolidated fees and receipts for two previous sessions to their Nomination Forms. Candidates are also required to attach photocopies of Online Course

m)            Registration for the current session, endorsed by the academic adviser. 

 

n)               Candidates should submit affidavit sworn at the Enugu High Court declaring non-membership of any cult.

 

o)               Engaging in violent campaign disqualifies a candidate

p)              Any candidate who has been involved in accommodation scandal will be disqualified. 

 

q)               Candidates who deface the Campus Environment and Walls with posters, graffiti and paintings instead of posting them on Notice Boards only would be disqualified.

r)               Any candidate who displays campaign posters before the authorized date would be disqualified.   The

          use of University of Nigeria Logo is prohibited in handbills or posters.

 

 

ELECTORAL TRIBUNAL

There shall be an Electoral tribunal.

 

TheElectoral Tribunal shall have power to:

a)          Hear and determine all petitions relating to the conduct of elections of the
Students’ Union;

b)            Such petition shall be forwarded to the Chairman of the Electoral tribunal not later than two (2) days after the election;

c)             All matters relating to election petition shall be heard and disposed of not later than 14 (Fourteen) days of receipt of such petitions;

d)            The decision of the /electoral Tribunal shall be final;

e)             Any candidate whose election is being contested at the tribunal hall not be sworn in until the petition is disposed of by the Tribunal.
